Depends what game you are talking about, For tiberian sun, go into the rules.ini (If you have the XCC Mixer (you need to download it) go into the Tibsun.mix, then to the Local.mix, then extract the rules.ini) find a unit that you want to enable.. actually, I'm too hot and tired to type this out, go Here, and for other tutorials for TibSun go to TiberiumWeb.com community forums > Tiberian Sun > TS Modding > Modding Tutorials

Some pretty big mods are pretty far developed, and there are some gold nuggets of modding around which have already been released (Dawn of the Tiberian Age is a really good one, and so is TS: Dusk).
