What I don't understand is how the US government thinks it can control sites that are based outside the country. Isn't that invasive?
From what I've read, a lot of the hardware that keeps popular sites online is in the US and by shutting those servers down those sites would become inaccessible by the rest of the world aswell.
However, if the server hardware is on other countries they shouldn't really have a way of shutting a site down.
This could still be a threat for non-US based sites though, since the US makes such a law, other countries
might follow their example.
