You have a nod logo shape at the top of it i noticed.
I can see this being used in a civilian city which is protected with sandbags walls and vulcan cannons.

I don't think thats a nod logo, seeing the 3d model it looks more like a dome. It looks awesome but, I can't really imagine it with all the nearly demolished Civilian buildings, maybe a GDI attempt to give energy back to the population? other than that I can't really see how normal cities in the Tib Sun universe would afford or create something that looks like this, especially since it looks shiny and high tech, just saying.

As for the building itself - I find it too clean atm. Darken it overall slightly, add some dirt, more details on the columns and some flag animation maybe? (this is for RA2, no?)
