I've Decided to remake the TS ai.ini as it is not very effective and you cant really get much out of it by adding mod units.
So far ,in 1 days work, I've got tech level 1 done in 28 triggers, and the ai has be bumped up a lot. Even though there isn't a lot of options for TL 1 you can notice the difference when the enemy stages attack when your most vulnerable, such as low power and low credits.

If any one would like to help me out or test the ini out message on TibWeb or MSN.
