for some reason this shp isn't showing up and iv tried everything i could think of

its the madcat from the calender and i used the code that came with it and it still didn't work

Do you mean it's not in the buildlist?
Then you probably forgot to set this at the end of "VehicleTypes":

The identifier ID's are case-sensetive. You have "MadCatG" in the build list, but "MADCATG" in art and rules stats. The game thinks they are two seperate things, so doesent link them. Change the one in the buildlist to "MADCATG" and it should work then.

The prerequisite is "GAWEP". Maybe you should change it to "GAWEAP", that's the original GDI war factory wink1.gif

maybe stupid question, but do you've added the shp's into an ecacheXX.mix file? (where XX is a unused number)
the code looks good on the first sight now. (but i would recommend to write the name always in uppercase "MADCATG", if it still doesn't work)
