1. HyperPatch isn't finish yet and also not available for public use yet. However ETS is known to cause IE's and have some bugs, but isn't developed any further. And this is what makes HyperPatch interesting. The goal is not only to simply include any possible feature, but also to test them intensively to make sure they don't cause problems (This is my part being one of the main testers of Hyperpatch). So Hyperpatch will surely run more stable than ETS.
2. I'm not sure about the feature list of ETS, but HyperPatch will surely include the most important ones. But in addition Hyper also tries to remove several restrictions which will allow more complex/different mods (e.g. Changeable house of spawned visceroids plus adjustable unittype that is spawned, so it's not always a visceroid).
