First make your map, (duh)
Then in worldbuilder disable all the view options except terrain, make sure to disable tile feedback and sight/tiberium range.
Change your view to top down and then zoom out until you can see all your map, (make sure you are correctly orientated)
Press print screen to take a screenshot ( make sure your mouse is not on the map)
Paste the screenshot to paint or whatever program you use and crop it until it is just the map area. (ie no side bars etc)
Then resize (not crop) until it is 128x128 pixels and save it as a .tga file. (paint cant do this so you will need another program).
Then open up the maps folder and find you map, delete the .tga in there already, then paste in your .tga and rename it to "your_map_name".tga (eg fall_of_eden.tga)
next copy this file and rename the copy "your_map _name_art.tga , then resize it to 256x256 and flip it vertically.
This should give you a working preview and minimap for your custom map.
For saving and editing .tga file I use faststone image viewer.
