My theory is that it is due to the following tags

CODE
ExtraUnitLight=.2; Extra light to make units glow.
ExtraInfantryLight=.2; Extra light to make infantry glow.
ExtraAircraftLight=.2; Extra light to make aircraft glow.


these apply to only the unit palletes

Possibly if you removed any extra light the unit palletes would be effected too, its worth testing

To bad.. i guess the game is hardcoded to use full lighting to terrain palette only (damn German kezboards here)
