Hmmm...Perhaps by using an energy absorbent field around the base (produced in a similar way to the field made by a stealth genorator), the ion cannon beam would hit the sheild and the energy would be diverted into some capacitors.
A separate building with a surface-to-space type laser would then calculate the position of the satillite, harness the stored energy from the ion cannon blast, then return it back to the satillite.

but even then, it's still a bit of a stretch <_<

Yea... that seems to be almost the only thing many countries abide by is the humane treatment of prisoners (and some seem to ignore even that)

It all depends on how you use them. Nod is build for defense, and long range attack. Tank rushes with nod won't go very far, as opposed to GDI...
GDI is built on brute-force-head-on offense, but otherwise aren't very effective.
Well, juggernauts are an exception, though even so no Nod owns at sneaky long range attacks.
