i like the Hellbore, the new Nod Scrin Fighter and the other designs.

But this is something that don't work in TS. Lowering the cost isn't possible. Maybe you change the design to a Tiberium spread Factory, spreading new tiberium all over the time, that can be harvested. So you have easy access to new funds too.
The Radar is really cool. All of the petals could slowly turn to and fro about 10-45°.

cool idea. The lightning strikes should be possible, but i doubt that the "ghost units" can be done. Because we can't spawn (invisible) units from a building with a special mission, or affect what can be seen on the radar.
But what we can do, is giving it a weapon, that plays an animation of a group of Infantry at a certain point on the map. (The explosionanim is just a group-of-infantry-anim)
Another idea would be to use the Hunter/Seeker logic. If we make him move very slow (infantry speed), and give him the image of a group of Infantry, your initial idea could work, at least with one dot on the radar. But idk if the HunterSeeker supports facing specific animations (i doubt this).

idk if a weapon, that fires nonstop is possible (i doubt it). ok maybe with a looped-anim attached to the unit, that spawns particles that deform the ground.
But what happens, if the player forgots this unit in his base? The unit would start firing and then deforming all the terrain and destroying the base.
And the name should then be "Terraformer" or something like that.
