More deglobalized tags... Options

You've already granted me the spotlight controls and I just thought that deglobalizing these might be neat too, I don't really have any specific use for them so these shouldn't be a first priority unless really easy or someone else needs 'em.

Tesla Charge & Zap to weapon types
Dig Sound & Anim to vehicle types (or infantry if they could go subterrainean)
Jumpjet controls to the individual units, allowing for different speeds of travel and whatnot
