It's not possible to add more pallets to the game
but there are already 2 building palets per theatre.

you have
unittem.pal (which voxels and temperate buildings with remap use)
isotem.pal (which is used by civilian buildings and terrain object, whom also respond to colored lighting)

unitsno.pal (same as temperate, except for snow)
isosno.pal (same as temperate, except for snow)
