indeed there are already 2. you can make buildings in either unittem/unitsno or isotem/isosno. So you can actually use 4 different palettes but tem and sno are for the theater specific image, so you can't use them at the same time on the same map. Normaly they use unittem/unitsno, but with the key TerrainPalette=true in their art.ini entry, they use isotem/isosno instead.
actually you can even use 3 different palettes. ActiveAnims on buildings can also be done in anim.pal (e.g. fire ball on the refinery smoke stack)
