Since the missions aren't connected to eachother with a storyline, I think it'd be better to show each mission in the list. Then we could select which mission we want to play, and if I don't like some missions I don't have to play them to play the others.
play once through the campaign and make a savegame for each mission. This way you can load your favorite too.

I like the Covert-Ops method. If someone wanted to play them in order (if they have an order) they can, but an idividual one can be selected as well, which I prefer.
Imo it's something different if they automatically switch to the next mission or you have to choose the next one.
As a campaign you can make savegames and this way have single missions too, but not vice versa.
In addition is there some kind of goal if you have a campaign. With single missions the time you play is much shorter imo.
