Yes, this must be the question that has been asked many times before. However, I can't find a solution for it. What do I need to do to activate the functions properly?

I heard somewhere (ModEnc?) that if given to a building, it would act like the Pshycic Sensor. Also, shouldn't it make friendly defenses and units attack those considered as the biggest threat (largest Threat value)?
