Someone answer me this, how is CABAL going to quietly rebuild his army and be able to take on GDI, Nod and the Scrin? Remember that CABAL only managed to get anywhere the first time because of the following:
1. Without CABAL, Nod were in disarray.
2. A great deal of Nod's army was composed of cyborgs.
3. GDI had no contact with the Philadelphia.
He had luck on his side but failed, if he comes back then it'll be damn difficult to explain how he kept everything secret. The focus will almost certainly be on the Scrin again, especially after the ending.
