Because DX10 is newer, the cards that don't support it don't support it because they came out before they could support it.

That's because a 32bit OS only supports 32bit memory access, meaning 4GB. However, 2GB of that is reserved for device interfaces.
There is a way to use an extra GB, just Google it.
I fully recommend Vista, but I would recommend getting the retail copy so you can use the 32bit version now and the 64bit version later when its better supported.
