Yes, then Mark Skaggs quit citing "family reasons" for his departure. It was NOT an official announcement from EA, just Mark Skaggs claiming it. EA deny that RA3 is in production and have done for several years. Maybe TW was originally RA3 early in production but they're not doing it now. There's more credibility in a new C&C FPS game than there is in RA3.

C&C All Stars is a mod for Generals. A quick search on Google would have found it.
